This is called simply "The Dallas Piece." Renowned British sculptor Henry Moore created this monumental sculpture for City Hall plaza in 1978. It is 16 feet high, 24 feet wide and weighs 27,000 pounds. The angled building is Dallas City Hall itself, designed by I.M. Pei.
